Sheff Wed Confronts Serious Challenges, Says New Football Authority

'Our role is integral to football's future' - newly appointed regulator the new chairman

Sheffield Wednesday's current difficulties represent a a "significant problem" and the new football authority is looking to gain the ability to look into club affairs in similar circumstances, its new chair the regulator has declared.

During an extensive discussion, Kogan, who was named to the position this week, voiced concern towards Wednesday's fanbase.

The chairman convened with four supporter groups associated with the Championship side this week.

The team have been struggling on and off the field in 2025, with the club missing wage payments on several different times, including in September.

"Obviously the club has become a major concern for the league and a substantial concern for English football," the regulator explained.

"Wednesday stands as one of the historic institutions for football in England and this week we have met fan representatives.

"We're now looking to get powers... which will permit us to bring the club and similar situations referred to us if they warrant scrutiny and addressed."

Monetary Issues and Ownership Situation

The club's controversial proprietor Dejphon Chansiri indicated in the summer he would be willing to sell up at the stadium, but he has been unable to finalize an agreement with interested parties.

Failure to pay player wages on time in spring months led to sanctions by the league officials in summer, blocking the team from conducting any player acquisitions for the following recruitment periods, although those limitations were removed in the end of the transfer window.

Official's Viewpoint

Kogan said: "The job [of the regulator] is there for the Owls followers, other clubs in similar situations where supporters are loyal to a regional establishment that has existed throughout their lifetimes in multiple situations.

"I completely understand the club's situation, as I do for each organization that in modern times have encountered failure, or approached financial ruin, for factors unrelated to the followers."

Questioned about whether the regulator could force an proprietor to divest a club if they are judged inappropriate, the regulator answered: "If your question is 'would we intervene in the final instance?', the response would be once we gather the evidence and understand the situation, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be considered the final option and the authority would rather to cooperate with proprietors.

"The final option we would consider is start getting involved with an particular organization, an specific proprietor, without having the opportunity to collaborate with that proprietor to address the problems affecting the organization and the owner's facing," the chairman stated.

"In actuality, when you look back over the history of the sport, over the past few decades there have been certain proprietors, not many, but particular people who have shown negligence in the approach they have taken toward their clubs and ultimately don't wish to take responsibility for the coming years."

'Mistakes could erase significant advances'

The chairman convened with representatives from 110 clubs to lay out the remit of the oversight body this week and maintained it represented a "proactive meeting" with a "high level of engagement" from the grassroots to elite level.

"It's a job that's actually really important, because should mistakes occur, if the sport makes errors, the significant advances achieved necessary will vanish incredibly quickly," the regulator warned.

"This represents everyone's worst fear in the realm of domestic football is a huge success story - we've got to keep it going.

"There's an enormous amount of money coming into football and has been invested for the recent generations, because there's no guarantee it will keep flowing into the sport, which is one of the reasons why I think we have to adopt a precise perspective on challenges and obviously, of the next two or three years."

Top Flight Apprehensions

The Premier League opposed the establishment of an oversight body because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the chairman responded: "I fully support the success and growth as an economic entity of the top division.

"Being fully aware of the concern of undermining the division as a high-quality offering of England. But concurrently, if you talk to the Premier League after today's meeting, they would have had a significant degree of comfort -and, indeed, they have been telling us in private they have a significant confidence."

Ideological Links

Kogan is still facing a "comprehensive investigation" by the public appointments commissioner after he disclosed making donations to the political party in 2020.

The 68-year-old contributed funds to government minister the minister's leadership bid, along with that of the now Prime Minister Sir Keir Starmer.

"I have fully disclosed my previous political affiliation [with Labour], and that ideological connection terminated the day the official body endorsed my nomination," the chairman stated.

"I am no longer involved in any sort of politics."
